About Energy
Outreach Colorado:
Energy Outreach Colorado is the only independent, non-profit
organization in the state that raises money to help income-limited
Coloradans afford home energy. Since 1989, EOC has distributed nearly
$90 million to fund energy bill payment assistance, energy efficiency
upgrades for affordable housing and energy efficiency education. Energy
Outreach Colorado relies on private donations, corporate contributions
and foundation grants. It was named 2006 Outstanding Foundation by
National Philanthropy Day in Colorado, has received top ratings from
Charity Navigator for five consecutive years and is a member of the
Better Business Bureau Wise Giving Alliance. Energy Outreach Colorado,

Utility Program Statistics:
During the 2006-07 heating season, the average annual income for
households receiving assistance from Energy Outreach was less than
$15,000. More than 59 percent of the households helped included
children; 48 percent lived in households led by a disabled family
member; and 8 percent lived in households led by seniors.

Skip Arnold (Executive Director) Bio:
Skip Arnold joined Energy Outreach Colorado as executive director in
2003. Prior to coming to Energy Outreach, Skip enjoyed a 25-year career
at Xcel Energy (and its predecessor companies New Century Energies and
Public Service of Colorado). His positions included vice president of
Customer Care, and vice president and controller for the Retail Business
Unit.
Skip serves on the board of directors of the National Fuel Funds
Network, and the National Low-Income Energy Consortium, both based in
Washington D.C.; he also is a board member of Colorado Energy Forum and
is a member of the governor-appointed Colorado Commission on Low-income
Energy Assistance.
A native Coloradan, Skip is a graduate of the University of Colorado,
where he received a bachelor’s degree in business and an MBA. He can be
