EOC EXPANDING EFFORTS TO SUPPORT ENERGY AFFORDABILITY

Home energy costs are volatile and steadily increasing. Public energy assistance funding is not keeping pace. The bottom line — Colorado’s low-income families are spending 20 to 50 cents out of every dollar earned on home energy costs.

Energy Outreach Colorado — the state’s only non-profit dedicated to helping all Coloradans afford home energy — is addressing this energy affordability crisis by:
• Raising millions of dollars in additional energy assistance funding
• Distributing Energy Savings Kits to low-income households
• Advocating for affordable energy policies
• Funding energy efficiency upgrades for affordable housing developments and non-profit residential facilities
• Providing education about energy conservation

Since our inception in 1989, Energy Outreach Colorado has distributed about $85 million to help all Coloradans afford home energy.
On average, our administration costs are about 7% of our total budget, allowing 93 cents from every dollar to go directly to families in need.

2006-07 EOC ACHIEVEMENTS
• $6.15 million in energy assistance was distributed to 100 assistance agencies to help about 105,000 households
• $714,000 was contributed to 14 organizations to fund energy efficiency measures in about 1,000 affordable housing units
• A $160,000 grant increased the energy efficiency of eight nonprofit shelters
• About 6,000 Colorado students in 23 schools received energy education through the Energy Hog program
• Since 1989, EOC has raised $92.6 million to support energy affordability in Colorado

ENERGY OUTREACH COLORADO OUTLOOK

Keeping home energy affordable in Colorado is a challenge, particularly in today’s climate of increasing energy costs and shrinking public funding for low-income assistance.

Energy Outreach Colorado was established to address this challenge by raising funds through individual, corporate and foundation donors. Thanks to the incredible generosity of contributors such as you, EOC has distributed $85 million in the past 19 years to help low-income families and seniors stay warm and safe in their homes.

We have many supporters who deserve special recognition in this effort:
• The energy utility industry contributed significantly in 2006-07 and provided daily assistance to
• apply energy assistance credits directly to low-income recipients’ accounts.
• Our largest donors included Xcel Energy ($3.4 million), Aquila ($100,000), Atmos Energy ($100,000) and SourceGas ($60,000).
• The oil and gas industry, including more than 30 companies and trade associations, contributed nearly $500,000 last year.
• Energy Outreach Colorado’s dedicated board of directors and staff. We were pleased to welcome to our board Howard Boigon of Hogan & Hartson, Patricia Nelson Limerick of the University of Colorado and Troy Whitmore of United Power. Added to the EOC staff were Lisa McDonald, development director, and Heather Gullen, administrative and program assistant.

With these resources, we’re focused on reaching out to the approximately 370,000 households in the state considered to be low-income through these programs:
• Energy Assistance – provides financial help during a time of economic hardship so families aren’t
• faced with having to choose between remaining warm and secure in their home or having to do without basic necessities or move
• Energy Solutions – provides access to energy efficient affordable housing so families can better afford their monthly energy costs
• Education – teaches youth and families how to wisely manage their energy dollars
• Advocacy – pursues Colorado and national energy policies to support safe, healthy and affordable housing

Our newest initiatives are part of Colorado’s efforts to emphasize energy efficiency. We helped form a collaboration of funders that is paying for energy efficiency upgrades to qualifying non-profit residential facilities, such as homeless shelters. We’re also working with the Governor’s Energy Office to distribute Energy Savings Kits containing energy efficient measures to low-income families.

As we continue our mission of making home energy affordable for all Coloradans, we thank you for your critically-needed support. We very much appreciate and rely on your dedication to help Colorado’s communities remain vibrant and strong.

Energy Outreach Colorado is the only independent, non-profit organization in the state that raises money to help limited income Coloradans afford home energy.

Energy Outreach Colorado relies on private donations, corporate contributions and foundation grants.

We have received top ratings from Charity Navigator for six consecutive years and are an accredited charity member of the Better Business Bureau.

ENERGY ASSISTANCE PROGRAM
Energy Outreach Colorado distributed $6.15 million in 2006-07 to help about 105,000 limited income families and seniors pay a portion of their home energy bills.

More than one in five Colorado households qualifies for energy assistance based on income, according to 2000 U.S. Census data. Without assistance, many are forced to do without basic necessities like food or medical care in order to pay their energy bills. Others live in unhealthy or unsafe conditions to avoid using energy.

Energy Outreach Colorado granted $5 million for energy assistance to the Charitable Energy Network of more than 100 emergency assistance sites across the state. These agencies identify and work with struggling families in their communities. Funds are distributed as direct payments to local utility and fuel companies. This year-round program began in 1994.

In addition, Energy Outreach Colorado contributed $1.15 million to the state’s Low-Income Energy Assistance Program (LEAP), a federal block grant administered by the Department of Human Services. Colorado’s LEAP program runs November through April and assists families at 185 percent of the federal poverty level or below.

Mary knows how thin the line is between making ends meet and facing financial trouble. The 27-year-old was capably supporting herself and her two children until she became ill, was rushed to the emergency room twice, then began experiencing seizures. She was placed on medical leave for several weeks, which left her without a paycheck and facing mounting medical bills.

Mary sought help from Las Animas Helping Hands, one of the emergency assistance agencies funded by Energy Outreach Colorado. She was granted energy assistance to pay a portion of her overdue electric bill.

“Without their assistance, I would probably have had my electricity shut off, which would have eliminated my ability to prepare food amongst other household necessities,” she said. “Las Animas Helping Hands has given me help in one of the most desperate financial moments of my life, and for that, I will be forever grateful.”

ENERGY SOLUTIONS PROGRAM
Energy Outreach Colorado provides funding to increase the energy efficiency of affordable housing and shelters. EOC also offers energy education and home weatherization programs.

Energy Education
About 6,000 elementary students in 23 Colorado schools participated in the Energy Hog Traveling Road Show to learn where energy comes from, how it powers our lives and how it can be conserved. EOC and the Colorado Energy Science Center offer the free show with funding from the Scientific and Cultural Facilities District and the Office for Resource Efficiency. Since 2003, the show has reached nearly 25,000 students.

Home Weatherization
Energy Outreach Colorado distributed free Energy Savings Kits provided by the Governor’s Energy Office to thousands of low-income households that received assistance in paying their utility bill. The kits include compact fluorescent light bulbs, high efficiency shower heads, thermometers and educational materials. We also manage a toll-free hotline 1-866-HEAT-HELP (1-866-432-8435) to provide information about weatherization services, LEAP and Energy Outreach assistance, and options for donating to Energy Outreach Colorado.

NONPROFIT SHELTER IMPROVEMENTS
Through our Nonprofit Energy Efficiency Program (NEEP), we funded energy audits and efficiency improvements for eight Denver-area shelters managed by: Family Tree, Gateway Battered Women’s Shelter, SafeHouse Denver, Urban Peak and Volunteers of America. Support for the 2006 pilot was contributed by Xcel Energy Foundation, Denver Foundation, Daniels Fund, Mile High United Way and the Governor’s Energy Office.

FAMILY STRATEGIES TO PROTECT THE ENVIRONMENT
If your family is interested in conserving energy and becoming more environment-friendly, here are some suggestions of where to start:
BYOM
By bringing your own mug to your local coffee shop, you may get a discount and one less paper cup ends up in a landfill.

Light bulbs
Compact fluorescent bulbs may cost more up front, but they use two-thirds less energy and last 10 times longer than standard incandescent bulbs.

Dishwashing
Make an effort to run the dishwasher only when it’s full; pre-rinsing is a waste of time, water and energy.

Showers
Try out a low-flow shower head; using a timer can help prevent costly day-dreaming in the shower.

Paper goods
Spare some trees by switching to recycled paper for at least a portion of the toilet paper, paper towels and napkins your family goes through.

Trees
Planting a deciduous tree can help shield your home from extreme temperatures. It also will help clean the air and save the environment from carbon dioxide.
