Annual Report

While the nation struggles to emerge from a challenging economy, more than one in five Colorado households is trying to survive on near poverty-level incomes. Most spend 20 to 50 cents out of every dollar earned on home energy costs.

These are the people we serve. Since 1989, Energy Outreach Colorado has distributed about $100 million to help Coloradans afford home energy. On average, our administration costs are 6% of our total budget, allowing 94 cents from every dollar to go directly to families in need. Below is a summary of our
2007-08 achievements.

Energy Assistance

EOC partnered with more than 100 emergency assistance agencies to provide $11.25
million in utility bill payment assistance. These funds pay a portion of recipients’ overdue bills to ensure that their home energy is not disconnected. Along with the federally funded LEAP program, EOC helped nearly 114,000 households last year.

Energy Efficiency

EOC funded $2.05 million in grants for the installation of energy efficiency measures in more than 1,000 affordable housing units and 20 nonprofit facilities to reduce their energy usage and carbon emissions.

Energy Education

In partnership with the Governor’s Energy Office, we distributed 3,500 Energy
Savings Kits with compact fluorescent light bulbs and efficiency information to
low-income families. We presented our Energy Hog Traveling Road Show to 11,616
students at 48 schools.

Advocacy

EOC represents the interests of low-income consumers in regulatory activities,
including utility rate cases and legislation. Last year we helped pass legislation allocating an additional $13 million a year from severance tax revenues through June 2012 for low-income energy assistance and home energy efficiency.

Our nation’s challenging economic situation is causing tidal
waves of home foreclosures and job layoffs that threaten to
drag many more Americans into poverty. In Colorado, the
number of households considered low-income is already one
in five.

Utility assistance is one of the top requests of callers to Mile
High United Way’s 2-1-1 telephone help line, according to
the agency. It is critically important that these vulnerable
families and seniors continue to be able to pay their energy bills so they can remain
in their homes.

Energy Outreach Colorado is dedicated to helping Coloradans afford home energy.
Our work is focused on maximizing the amount of energy assistance available to
low-income households, and increasing the energy efficiency of affordable housing and non-profit facilities that serve those in need.

We’re fortunate to be joined in this effort by thousands of supporters. Many
are listed in this report and include utility companies, the oil and gas industry, foundations, commercial and public enterprises, and individuals.


Last year we were able to help nearly 114,000 households with energy assistance.
We also increased the energy efficiency of 1,000 affordable housing units and 20
non-profit facilities.


We thank you for your generosity, support, and concern for your neighbors and
communities during these tough times. Together, we are generating the power to
help hundreds of thousands of people each year.

Energy Outreach Colorado is the only independent, nonprofit
organization in the state that raises money to help limited
income Coloradans afford home energy. Since 1989, EOC has
distributed more than $100 million to fund energy bill payment
assistance, energy efficiency upgrades for affordable housing and
non-profit facilities, and energy efficiency education. Energy
Outreach Colorado relies on private donations, corporate
contributions and foundation grants. It has received top ratings
from Charity Navigator for seven consecutive years and is an
accredited charity member of the Better Business Bureau.
